Interview with Luc M. aka “Moussier Network” Senior Consultant: Supporting, Empowering, and Showcasing Local Territories
This month, as part of our interview series highlighting key figures driving regional development and innovation, we had the pleasure of speaking with Luc M., better known as “Moussier Network.”
A Senior Consultant since 2009, Luc M. supports local authorities, associations, and regional businesses in their development, communication, and territorial enhancement strategies. He is also the founder of “J’aime ma région ❤️”, a citizen-driven initiative that promotes local talent, know-how, and success stories across France.
What does a territorial development consultant do?
Luc M.:
Being a territorial development consultant means understanding local dynamics and helping to unlock the potential of a place, a community, or a project.
My role is to audit, advise, train, and support both public and private stakeholders so that they can communicate better, collaborate more effectively, and highlight the strengths of their region.Through “Moussier Network”, I work on a wide range of missions: strategic local development, regional attractiveness, territorial communication, stakeholder networking, and sustainable project management.
Each territory has its own identity my mission is to help it shine.How do you raise awareness about the importance of valuing local territories?
Luc M.:
The first step is always awareness.
Many local stakeholders whether elected officials, entrepreneurs, or community leaders still underestimate the impact of a well-defined territorial strategy.
Enhancing your region is not just about marketing, it’s about creating connections, strengthening cohesion, and inspiring engagement.
With “J’aime ma région ❤️”, we share real-life examples of successful initiatives, inspiring stories, and collaborative projects that have transformed local communities. These case studies demonstrate that it’s possible, anywhere, to restore meaning, pride, and a sense of belonging.
What are the main areas you focus on today?
Luc M.:
There are several, but three stand out:
- Strategic support for local governments and regional businesses (diagnostics, action plans, project governance)
- Communication and training, helping stakeholders better showcase their work and develop a territorial storytelling culture
- Innovation and transition, whether ecological, digital, or social because sustainable and inclusive growth must now be at the heart of any local development strategy.
We also work on projects related to responsible tourism, short supply chains, and local cooperation networks. It’s the diversity of these missions that makes this work so fascinating.
What role does training play in youc onsulting approach?
Luc M.:
It’s absolutely essential.
I firmly believe that a strong territory is one that is educated and informed. Sharing knowledge and skills empowers local actors to act sustainably. That’s why I regularly organize training sessions and participatory workshops on communication, sustainability, and inter-stakeholder cooperation.
My goal isn’t to do everything for them, but to make them autonomous and confident in their ability to showcase their environment. That’s precisely the spirit behind “J’aime ma région ❤️”, a platform for inspiration, exchange, and training open to everyone.
What makes “J’aime ma région ❤️” stand out among other regional initiatives?
Luc M.:
Above all, it’s a human and collaborative adventure.
We shine a light on regions, but more importantly, on the people who bring them to life artisans, entrepreneurs, associations, local governments, and passionate citizens.
The project is built on a simple idea: every region has something unique to share.
“J’aime ma région ❤️” is also a network, a positive media outlet, and a support tool. We help territories tell their story and promote their local assets whether cultural, economic, or environmental.
